One more thought, that, while again not a perfect solution, might be  
a usable workaround if Chris could make it happen. It would require  
"Go" cues to be able to accept target assignments from Target cues  
(at least according to the documentation, right now they can only  
affect "GoTo" cues).

If that would work, you could set up a "Language" cue list, with two  
groups of cues (set to run all children simultaneously). Each group  
would just be a list of target cues that re-target every cue you need  
to change in the show. You'd only have to set that up once, and then  
assign a keyboard trigger to each language. Hit "E", and every cue  
would be pointed to the English cues; hit "S", and every cue would be  
pointed to the Spanish cues.
