[QLab] video beta 0.9.9

The latest, and possibly last, Video betas may be found at the usual

Barring any show-stoppers that pop up at the last minute, I think  
these may be the final versions for the first release.

Note: the "restarting the cue shows one stale frame" bug has been  
fixed in these versions, but it is on condition that the cue is  
preloaded again before firing.  In other words, you'll still see the  
stale frame if you don't preload the cue before firing it a second  
time.  There is a technical reason this is required, and it's not  
trivial.  It must be done this way due to the nature of QuickTime and  
QLab.
