Revision:  it now appears to be a bug with various MPEG1 VCD  
encoders.  I've been informed that many MPEGs don't follow the  
standard properly.  Quicktime apparently looks to find the end of the  
stream and if it doesn't find a proper end it may refuse to play the  
file or play the file in a truncated way.
