I have cleaned things out and upgraded to the most recent stable  
version of Trac.

I know that the Trac developers were actively trying to fix this  
database locking problem, so I'm hoping this might help.  I have even  
gone so far as to turn Fast CGI back on.  This had caused more  
problems than normal CGI before, but it's so much nicer to use that I  
want to give it a shot with this new version and see how we fare.

If you hit another locked database, mail me off list and I'll go  
clean up and degrade it back to normal CGI and see what happens.
