[QLab] tracker down

Arg.  I went in to check on the outstanding tickets, and found that  
not only was the Tracker down, but that every time I try to restart  
it the thing goes down in a burning, fiery segmentation fault.

Naturally, I haven't changed anything about the Trac installation in  
weeks, if not months.  Hooray for spontaneous software explosions.

Well, I'm going to try to get it back up and running, but this wasn't  
exactly the best time for this problem to come up.  Apologies for any  
inconvenience it may cause.
