It wasn't always this way.  A while back a new "feature" of Toast was  
that it wouldn't import .m4p files.  I also used  to be able to edit  
them directly with Peak on the machine they were purchased on.  I  
think a QuickTime update destroyed all of that.  The real way to do  
that now is indeed to burn a CD-Audio and extract from there.
